Spinning reels start with the speciesFor spinning reels each species has a range of size classes. Technique and water then move it, and salt water moves it up two classes.
Baitcasting and conventional reels follow the lineFor those reels the tool works out the line first, including one you choose yourself, then picks the class whose stated line capacity overlaps it.
The range stays shortThe arithmetic never spans more than three neighboring classes. A written rule can set its own range for a common case, such as 4000 to 6000 for catfish.

A 3000 is not a 3000 everywhereReel classes are a manufacturer convention, and the same number holds different amounts of line between brands. Go by the capacity printed on the spool, especially with braid.
Balance beats capacityA reel that makes the rod tip-heavy costs you more over a full day than one size class ever will.
